KOSH in Action: A Centralized Analytics Engine Driving Smarter Administration and $4.8M in Savings

Client Overview

A coastal region known for its vibrant tourism industry is embracing digital transformation to enhance public service delivery and drive efficient governance. By leveraging modern technology, the administration is improving citizen engagement, streamlining internal operations, and enabling data-driven decision-making. With initiatives spanning tourism, transport, and public welfare, the region prioritizes transparency, accountability, and inclusive development—emerging as a progressive model for smart administration.

Project Scope

• Maximizing Revenue Efficiency – Identifying and closing gaps in taxation, compliance, and collections through integrated analytics to optimize revenue generation.

• Seamless Data-Driven Governance – Establishing a unified data framework that enables cross-departmental insights and supports evidence-based policy decisions.

• AI-Powered Leak Detection – Detecting anomalies and potential leakages in public funds using intelligent algorithms, ensuring financial integrity and control.

• Smart Fund Utilization Tracking – Monitoring the flow and usage of allocated funds across programs and departments to ensure efficient, purpose-driven expenditure.

• AI-Powered Fiscal Foresight – Utilizing advanced AI/ML models to predict financial trends, forecast revenues and expenditures, and guide strategic planning.

Business Situation

The administration implemented a wide range of welfare schemes across sectors like health, education, agriculture, and social support. However, the lack of a centralized beneficiary database and real-time data analytics resulted in many eligible citizens missing out on vital support.

Technical Solution

With departments functioning in isolation and collecting data independently, there was little coordination, leading to duplication, overlap, and errors in identification. Consequently, funds were disbursed to ineligible or inactive individuals. Additionally, the absence of a unified system to monitor fund utilization end-to-end hindered the government’s ability to evaluate impact, prevent financial leakages, and effectively reach underserved communities.

Solutions

• Designed and Deployed KOSH – A centralized Data Analysis Platform built by ChainSys to integrate data from all departments and multiple welfare programs into a unified analytics environment.

• Enabled Real-Time Revenue Leakage Detection – Leveraged AI/ML models to identify anomalies, irregularities, and leakages across taxation, compliance, and public fund flows.

• Established a Single Source of Truth – Harmonized fragmented departmental data using ChainSys’s pre-built connectors and templates for accurate, consistent reporting.

• Delivered Smart Dashboards and Insights – Provided dynamic, role-based dashboards for administrators and policymakers to enable data-driven decision making.

• Ensured Secure, Scalable Governance Architecture – Implemented role-based access controls, audit trails, and a scalable architecture to support long-term governance goals.

Benefits

Here are a few major revenue leakages identified:

  • Detected and prevented misuse of 20,866 electricity connections for commercial purposes, resulting in $3.1M in recovered revenue and reduced losses.
  • Identified 2,100 duplicate welfare scheme beneficiaries (primarily spouses), preventing a potential revenue loss of $610K through targeted detection and validation.
  • Detected 499 tourism operators wrongly availing welfare benefits, preventing a revenue loss of $144K through effective cross-verification.
  • Identified 480 higher-income households wrongly availing welfare benefits, resulting in $142K in savings through accurate beneficiary validation.
  • Identified 897 commercial operators under the tourism sector misusing welfare benefits, curbing revenue leakage of $144K through cross-sectoral data analysis.
